After you drive across the iconic Golden Gate Bridge, and head up the steep Waldo Grade, you drive through the rainbow arches above the Robin Williams Tunnel.

These rainbows were not the result of a grand civic plan. They do not have anything to do with Robin Williams’ suspenders in Mork and Mindy. And these rainbows even predate the rainbow flag’s debut at the 1978 San Francisco Gay Freedom Day Parade.

Instead, they were born from a 1970 act of bureaucratic defiance.

The head of the local Caltrans district, Alan S. Hart, was nearing retirement. Public affairs officer Robert Halligan had a knack for showmanship and creative flair, including landing airplanes on newly finished freeways. Halligan was a daily commuter from Marinwood to San Francisco and thought the rainbows would be a nice way to welcome commuters back to Marin.

Together, these men went rogue. Hart approved the project without asking his superiors in Sacramento.

The reaction from the state capital was one of immediate and intense displeasure. High-level highway officials, accustomed to a world of standardized grey concrete, were reportedly "angry" and "vehemently opposed" to the whimsical addition. They immediately discussed painting over the rainbows.

However, Marin commuters loved it. When word of the potential removal spread, a massive swell of public support emerged to protect the murals.
